The Key Committee draws its members from the Freedom Housing residents: the primary residents who have disabilities. Members of the Key Committee may be the persons with disabilities or their nominees. 

The Key Committee is responsible for providing advocacy, governance, and management. Sourcing the care services is part of the management function.
The Key Committee is also responsible for the management of the Freedom Key common area. 

Ideally, there is no outside involvement. This is what we aim for when we provide facilitators acting as coaches. At some point, as the members of the Key Committee attain the necessary experience and competencies, our facilitators may be withdrawn.
 
If the Key Committee wishes to fully or partly outsource the advocacy, governance, and management functions, they may do so. 
 
Freedom Housing is designed to be a privately owned, self-managed, model of care and accommodation: one which provides persons with disabilities with equal freedom, opportunity, and dignity.
